dc.description The crises are very specific and consubstantial to democracy. No thinker or scholar or politician or citizen should be scared by the crises that democracy suffers. The crises of democracy, in general, they constitute opportunities for the transit to its strengthening. However, there are situations in which the crises of democracy, show crossroads that can open the way to authoritarian political models interested in destroying the model of democracy and the rule of law, and give a way to the existence of dictatorships in their more varied versions and authoritarian governments. And, is that, in the contemporary world, and from the entrails of democracy and governments that have failed in the protection and guarantee of human rights, and by means not foreign to democracy, totalitarian regimes with pretensions to eternalize in power spring up and endanger or destroy peace and the realization of human rights. This has been and still is the situation of Latin American countries, which have suffered dictatorships sprung from the very bowels of democracy under the assumption of defending direct or social democracy by destroying the system of checks and balances and political and political liberties. civilians of the Constitutional State of Law and of the constitutional democracy. dc.description Las crisis son propias y consustanciales en la democracia. Ningún pensador o estudioso o político o ciudadano debería asustarse por las crisis que sufre la democracia. Estas, por lo general, son oportunidades para su fortalecimiento. No obstante, existen situaciones en las que las crisis de la democracia se convierten en encrucijadas que pueden abrirles el camino a modelos políticos autoritarios, interesados en destruir el modelo de la democracia y el Estado de derecho, y darle vía a la existencia de dictaduras. En el mundo contemporáneo, de la democracia y de los gobiernos que han fracasado en la protección de los derechos humanos, y por medios no extraños a la democracia, aparecen regímenes totalitarios que buscan eternizarse en el poder político y poner en peligro o destruir la paz y la garantía de los derechos humanos. Esta ha sido y es la situación de países de América Latina que han sufrido dictaduras bajo el supuesto de defender la democracia directa o social, y han destruido el sistema de frenos y contrapesos, y las libertades políticas y civiles propias del Estado constitucional de derecho y de la democracia constitucional. Identificar las debilidades institucionales que auspician las crisis de la democracia y ofrecer alternativas institucionales desde la democracia constitucional en el mundo globalizado es el fin de este trabajo. es-ES
